Elderly Man Riding His Scooter in a Thong Scaring Residents in Madison Wisconsin [VIDEO]

I have been to Madison many times in my day, and fortunately I have never laid eyes on the barely dressed scooter man. He is an elderly gentleman who dons a thing and a cape....that's it. Oh, except for sandals.

Scooter man has been causing some stares and complaints in the past, but he recently had a run in with the law when he zipped by a school as the kids were walking out of the building. He was then advised by the police that he may want to steer clear of those areas since he is barely dressed.

Thankfully the weather in Madison is not conducive to him riding around in his thong except for a few months out of the year.
