Go with the unlimited laser tag for each kid and do a Star Wars theme. Give away little Star Wars favors to the highest score each game.

Everyone loves animals and the biggest collection of them in Duluth is the Lake Superior zoo and they offer a scavenger hunt, party favors and a special gift for the birthday child and more, all in a decorated area. They also offer special animal encounters for your party for a fee.
Suggested Theme:
We are going the obvious route with this suggestion, a Safari. Have the kids wear some fun masks, play pin the tail on the lion. Look for some African animal postcards on eBay to use as invitations.
Park Point Beach
Now this pick won't work about 9 months out of the year, but those that have summer Birthdays can enjoy park point beach and park. Plan some games for the kids, there is plenty of room for any activity you can think of. The beach house is also available for rent, just in case the weather takes a turn for the worse.
Suggested Theme:
A pirate theme might be fun here. You'll have plenty of sand to bury a treasure chest like this one we found on Etsy for the kids to find with a map you provide.
The North Shore Scenic Railroad
How about the Birthday caboose? The North Shore Scenic Railroad offers what we think is the most unique Birthday party location in Duluth, in a actual train caboose on a round trip, 90-minute scenic excursion for up to eight children and two adults with cupcakes and admission to the railroad museum.
Suggested Theme:
Obviously a train theme would work great here, we even found a website that specializes in the train theme, TrainParty.com, it can supply all your needs, including this great pinata.
Great Lakes Aquarium
The Great Lakes Aquarium offers kids Birthday parties with the fishes. You'll get a private decorated party room, party favors for everyone and a fun scavenger hunt. This is a great all year location, it's always 70 degrees and the kids will have a blast.

A 'Under the Sea' theme might be fun here, you could either take the Disney route with Nemo or the Little Mermaid or maybe a Shark theme might be fun. Either way these fun invites on Etsy will work swimmingly.
The Edgewater
It's tropical all year round inside the Edgewater Resort. Kids and adults will have a great time with a party among waterslides, a lazy river and special splash area for the smaller kids. The Edge offers party packages depending on the age of the kids, prices start at $199 for 6 kids/teens & 4 adults for a full day of fun.

Have a creative, fun and artsy Birthday party at the Pottery Burn. Here the kids will be able to paint bisque bowls, mugs, ornaments or many other things. They'll provide the paint and supplies and best of all will clean up the mess. The great thing is all the kids walk away with a handmade memory.

Skyline Lanes
Skyline Lanes offers a great kids Birthday party package that includes bowling, pizza, game tokens and a visit by the Skyline mascot "Davey the Dinosaur". The price is less than $11 per kid and that includes the shoe rental.
