
New Tribal Compact Gives Hope To Retail Cannabis Shops
It's been a long road, and Minnesota's journey to an adult retail cannabis market has hit U-turns and speed bumps, but this new Tribal-state compact signals that smoother roads may finally be ahead for businesses and consumers waiting for the market to open.
A Long Road Toward Retail Cannabis in Minnesota
This week, Governor Tim Walz signed a compact with another Tribal Nation, one that Office of Cannabis Management Executive Director Eric Taubel called an "exciting development in the rollout of Minnesota’s adult-use cannabis market."

The new compact signed with the Mille Lacs Band of Ojibwe is designed to strengthen cooperation between the state and Tribal Nations. It aims to provide financial benefits to both while maintaining a strong commitment to public health and safety.

A Critical Moment For Minnesota Cannabis Businesses
The news comes at a critical time. Many newly licensed businesses across Minnesota are preparing to, or have already, opened their doors for the first time and have no product to sell. Taubel said the compact could create “unique opportunities” for collaboration between state-licensed retailers, the Mille Lacs Band, and the broader cannabis market.

Ensuring Public Safety Standards
Like the earlier compact signed with the White Earth Nation, the Mille Lacs agreement includes strong commitments to health and safety. Compacts require strict product testing, data collection, and consumer protections. Whether you shop at a state-licensed store or on Tribal lands, the standards will be consistent across the state.
This doesn’t solve every problem. Many Tribal Nations are still struggling to keep enough product in stock, while licensed non-Tribal cultivators are working toward their first harvest, expected this fall.
