
Duluth Could Launch Minnesota’s First Non-Tribal Weed Shop This Week
As the state of Minnesota continues rolling out recreational marijuana, new cannabis businesses are beginning to take shape. A Duluth business just received a license from the state, and big changes are coming soon.
Since its legalization in 2023, the path to open retail dispensaries in Minnesota has been a long one, filled with regulations, lawsuits, and delays. But now that those issues are being resolved, the state has begun issuing licenses through a lottery system.

Duluth Business Among First to Get State Dispensary License
Two lotteries have been conducted so far, one on June 5 and the other on July 22, granting licenses to cultivators, manufacturers, mezzobusinesses, and retailers.
After winning a lottery slot, businesses must complete additional steps to receive a final license. Last week, the Office of Cannabis Management granted nine such licenses to microbusinesses across the state.

One of them was awarded to a longtime Duluth business. Legacy Cannabis, located in the Lincoln Park Craft District, plans to become the first non-tribal dispensary to open in Minnesota. The shop is already licensed by the City of Duluth and expects to begin stocking products this week.
Duluth’s Legacy Cannabis Gets the Green Light
Owner Josh Wilken-Simon told Northern News Now that Legacy Cannabis is waiting on a final product approval from the White Earth Nation, which will supply the dispensary until additional cultivators come online.
“As the months tick by, we’re going to get more and more products in, along with more dispensaries opening up,” Wilken-Simon said. “So it’s really exciting because this is the market launch.”
