Tickets For Walking And Texting?

Maybe I am just super unobservant or I just need to get out and walk more, but this is not something I see all the time. Apparently though in Major Metropolitan Areas where they have a lot of foot traffic this is a huge problem, of people bumping into each other and falling into things..................(see video below) What is even more hilarious is the fact that someone started a rumor that the Police would actually issue a $120 ticket If you were caught walking and texting In the city of Philadelphia.   Ohhhh Hot button There.....  It it NOT true, per the Mayor of Philly.   Wow that would be outrageous......so to stop laws like this from being passed....watch where you are going people!
